Hospitality activity, according to the law, includes the preparation and serving of meals, beverages, and drinks, as well as the provision of accommodation services. Hospitality activity also involves preparing meals, beverages, and drinks for consumption elsewhere, with or without service (in transportation, at events, etc.), and supplying these meals, beverages, and drinks (catering).

Classification of hospitality establishments – Hospitality establishments, based on the type of hospitality services provided, are classified into groups: hotels, camps, other hospitality establishments for accommodation, restaurants, bars, catering facilities, and facilities for simple services.

Hospitality establishment – Hospitality activity is carried out in a facility intended, arranged, and equipped to provide hospitality services (hereinafter: hospitality establishment), which can be in: 

• a building, a separate part of a building, or in multiple buildings (building, kiosk) 

• a business premises where another activity is carried out, so that the space intended for another activity is visibly separated from the part where hospitality activity is carried out 

• a stationary vehicle, trailer, railway wagon, floating object, and a floating facility used for passenger transport during transport 

• a tent, bench, cart, and similar devices equipped to provide hospitality services.

Minimum requirements: 

• To carry out hospitality activity in hospitality establishments, minimum requirements must be met regarding the organization and equipment of hospitality establishments, services, as well as other conditions prescribed by the Law and regulations adopted based on this Law. 

• The Minister, by regulation, prescribes minimum requirements with the prior opinion of the minister responsible for health and the minister responsible for fire protection, and the composition of the commission that conducts an inspection in the hospitality establishment. 

• At the request of the hospitality operator, the competent office, by decision, determines whether the minimum requirements for the type of hospitality establishments that are not categorized are met, and determines compliance with the conditions for a special standard and the award of the quality label for hospitality establishments in the groups “Other Hospitality Establishments for Accommodation,” “Restaurants,” and “Bars.” 

• At the request of the hospitality operator, the competent office, by decision, determines whether the conditions for the type and category of hospitality establishments are met, except for the types for which the responsible ministry is not competent.
